The stats you gain every level are based off of your base stats, and one of those bars is based off how high that stat was when you reincarnated. The bars, specifically, come from 3 things. That classes base stats, the stats gained from levels, and bonus points.
All your base stats increased because you reincarnated with much higher stats than last time, driving the relevant bar up.
